The Medium-Term Strategic Framework is South Africa's five-year national plan. Each MTSF sets the priorities and outcomes against which national, provincial, and local government plan their five-year strategic plans.

The current MTSF defines seven priorities (e.g. economic transformation, education and skills, consolidating the social wage) — each contains a set of outcomes that departments contribute to.

Strategic plans declare which MTSF priorities each programme contributes to. The Annual Performance Plan repeats those alignments and the quarterly report measures progress against the contribution.
