The APP is the public-facing one-year plan tabled with the budget. It contains performance indicators with quarterly and annual targets for every programme and sub-programme.
The strategic plan is the five-year direction; the APP is the one-year operational plan. Indicators in the APP must trace back to outputs in the strategic plan.
In South Africa the APP is tabled in Parliament alongside the budget vote, typically in March each year.
